With its decision of 22 December 2016, the German federal government aimed to combat manipulation of cash registers. Electronic recording systems were to be equipped with a certified technical security system by 2020.
The systems concerned include electronic cash registers, scales with cash register functionality, taximeters and distance recorders. Older cash register systems without an interface for the security system would need to be replaced by the retailer.
Failure to implement the security system was described as a tax-related administrative offence punishable by a fine of up to €25,000.
